Responsibilities

  • Manage municipal water and wastewater treatment projects and associated infrastructure, including medium to large, complex projects.
  • Develop project scopes, work plans, staffing plans, budgets, and schedules, and manage contractual obligations.
  • Serve as the primary client contact, manage expectations, and communicate project progress, decisions, and issues.
  • Lead multidisciplinary project teams and select, coordinate, and manage subconsultants.
  • Provide technical direction on treatment evaluations and design decisions, and oversee preparation of reports, drawings, specifications, and cost estimates.
  • Monitor financial performance, including labor expenditures, invoicing, budget forecasts, and changes in scope and fees.
  • Identify project risks, resolve delivery issues, and implement Carollo's quality management procedures, including reviews of project deliverables.
  • Coordinate permitting, bidding, construction support, startup, and closeout, as applicable.
  • Build municipal client relationships and work with the local business development team to identify project opportunities.
  • Lead or support proposals, scopes, fee estimates, and interview presentations, and participate in contract negotiations, as appropriate.
  • Mentor engineers and emerging project managers, and assist with workload planning, staffing, and recruitment.
  • Travel occasionally for client meetings, site visits, conferences, and other project activities.

Qualifications

  • Bachelor's degree in civil or environmental engineering or a related engineering field.
  • At least 12 years of relevant professional engineering experience, exclusive of any advanced degree.
  • Direct experience managing municipal water and/or wastewater treatment projects in the Raleigh-Durham market.
  • Registration as a Professional Engineer in North Carolina.
  • Demonstrated experience managing planning, design, and construction phase services for municipal water and/or wastewater treatment facilities.
  • Strong knowledge of municipal water and/or wastewater treatment processes, facility design, and associated infrastructure.
  • Experience managing project scope, budget, schedule, staffing, risk, quality, and contractual obligations.
  • Experience leading multidisciplinary project teams and managing subconsultants.
  • Working knowledge of North Carolina regulatory, permitting, public procurement, funding, and project delivery requirements.
  • Sound engineering judgment and the ability to resolve complex technical and project delivery issues.
  • Strong written, verbal, presentation, and organizational skills, with the ability to manage client expectations and deliver projects within budget and schedule.

Preferred Qualifications

  • Master's degree in civil or environmental engineering or a related engineering field.
  • Established professional relationships with municipal utility staff in the Raleigh-Durham market.
  • Experience with associated infrastructure, including pump stations and pipelines.
  • Experience with facility startup and commissioning.
  • Active participation in relevant professional or industry organizations.

Compensation Range

An employee’s pay within the salary range will be based on several factors including, but limited to, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.
